SBBE AD 2.20 LOCAL AERODROME REGULATIONS
|
|
|
At airport a number of local regulations apply. The regulations are collected in a manual which is available at the Terminal Building.
|
The AD may be regularly used by any ACFT which is compatible with RCD 4E or inferior.
- Restriction to ACFT classes and types:
a. ACFT WO RDO EQPT;
b. GLD;
c. ACFT WO transponder or with failure in this EQPT;
- Restriction to air services:
a. Launch of objects or spraying;
b. ACFT pushback operation;
c. Parachute launching;
d. Acrobatic FLT.
|
2 Taxiing to and from stands
|
Jet ACFT are prohibited to execute manoveurs directing theirs tails to the AD building.
Small ACFT OPR on the GND, in the South Sector of the AD, at part of the PRKG area, in front of the terminal building, shall exercise cautions as the TWR has no visibility in this sector.
|
3 Parking area for small aircraft (General Aviation)
|
It is recommended to tie down and block the controls of aircraft parked on APN 5 and TAG, due to the occurrence of strong wind.
|

10 Preferential Takeoff and Landing Runway System
|
In meteorological conditions with a tailwind component less than or equal to 7KT, the preferred configuration of the landing and take-off runway will be the use of RWY 02 and/or RWY 06.
Such configuration will normally be used in preference to the use of RWY 20 and/or or RWY 24, if the runway surface is dry.
|
When the landing and takeoff runway system in use is RWY 02 and/or RWY 06, pilots who request authorization to use the RWY 20 and/or RWY 24 system may have their request denied, due to the volume of prevailing traffic and/or evaluation of ATC, in order to optimize the aerodrome's traffic flow. The following track system should preferably be considered:
- RWY 02/20: preferential use for turboprop and piston aircraft.
- RWY 06/24: preferential use for jet aircraft.
|
11 Approaches and landings
|
Pilots must perform taxi operations at the fastest speed permitted by standard operating procedures and in compliance with operational safety, allowing ATC to apply minimum separation on final approach.
All landing aircraft must ensure that the runway is completely clear before a complete stop. Pilots must adjust the approach and landing to ensure the Minimum Runway Occupancy Time (MROT).
In Instrument Flight Weather Conditions (IMC), prohibited aircraft operation classified as reference code number 3 and 4 on the runway 02/20.
|
- The initial call to the APP after takeoff must be immediate and contain only the following pattern:
"BELÉM CONTROL [CALL SIGN]". Do not include any additional information to the aforementioned standard; and
- Turboprop or piston aircraft, await vectoring or clearance direct to a published waypoint shortly after takeoff; and
|
- Unless otherwise instructed by ATC, pilots must inform the possibility of taking off from RWY 06 from the intersection with TWY “C” to guarantee MROT.
- DEP RWY 06: TWY “C”:
Distance from TWY “C” to threshold 24 – 2475m).
|
|
- Pilots must be ready for departure when they reach the holding point. If not, inform the ground control.
- Alignment must be immediate as soon as authorized;
- Start rolling immediately after authorized (maximum reaction time expected: 10 seconds);
- Immediately make the initial call to APP Belém after takeoff, in order to obtain instructions to free the axis from the runway;
- The initial call to the APP after takeoff must be immediate and contain only the following pattern: "BELÉM CONTROL [CALL SIGN]". Do not include any additional information to the aforementioned standard; and
- Turboprop or piston aircraft, await vectoring or clearance direct to a published waypoint shortly after takeoff;
- Unless otherwise instructed by ATC, pilots must inform the possibility of taking off from RWY 06 from the intersection with TWY “C” to guarantee MROT.

13 High Intensity Runway Operations (HIRO)
|
High Intensity Runway Operations (HIRO) will be applied between 13:30-15:00 UTC and 18:30-20:00 UTC when SBBE is in Visual Flight meteorological conditions, with a dry runway. The HIRO schedule will be communicated via ATIS. This operation will allow the reduction of runway occupancy time, enabling the optimization of separation between aircraft on final approach, between takeoffs and between landings/takeoffs, maximizing the use of runway capacity, minimizing the possibility of go-arounds and reducing the time of waiting on the ground and in flight. Pilots must adjust landing and takeoff to ensure the Minimum Runway Occupancy Time (MROT).
|
13.1 Approaches and Landings
|
Pilots must remember that quickly exiting the runway allows ATC to apply minimum separation on final approach, which will allow maximum use of the runway and will minimize the occurrence of go-arounds. All landing aircraft must ensure that the runway is completely clear before coming to a complete stop. During landing, the pilot must clear the runway at the intersection or in the first turning area, in order to guarantee MROT. Distance from threshold 06 to intersection 1365 (m), distance from threshold 06 to the first turn 1805m.
Pilots must clear the runway at the fastest speed permitted by standard operating procedures and in accordance with operational safety, whether or not a backtrack is required, allowing ATC to apply minimum separation on final approach.
Aircraft with reference codes A, B and C must clear the runway for landing and takeoffs on the taxiways indicated below or inform Belém Approach Control and/or TWR Belém if they are not in a position to comply with this procedure.
RWY 06:
Distance to the intersection 1365m or perform the “backtrack” in the 1st turning area 1805m away.
Only OPR ACFTs that can maintain a speed between 170-140KT IAS between the IF and the FAF of instrument approach procedures, at times BTN 1330-1500 UTC and 1830-2000 UTC, will be permitted. Normally the ACFT will receive vectoring and will be sequenced to the corresponding final approach route to ensure the dynamic flow of air traffic.
